Summery:
The basics. At the end of the Borg Assimilation, UTFP president KaRae Daelan knew she needed something more...something that could do what no one else dared to do and go where no one could go to keep one step ahead and prevent anything like the Borg Assimilation from ever happening again. UID was set up by the Prime Minister to be the part of Intelligence that does the dirty work good, self-respecting and upstanding members of the intergalactic community just don't do. It's not MI5 or the CIA. It's darker, more secret.
Only KaRae knows ultraviolet, as she cannot sanction anyone else to know what it does. Even she doesn't really want to know what UV does. She just needs to be informed when problems arise and they have been dealt with.
Ultraviolet headquarters is located somewhere inside of New Phoenix City in a location known only to the President and the Agents of Ultraviolet. However- most of Ultraviolet action will never take place on Gibraltar but- wherever trouble rears its ugly head.
The kinds of missions UV undertakes are: assassinations, overthrowing hostile governments, sabotage militaries, kidnappings- or making people disappears. Things we don't want to believe the good guys could do. UID work thus devised into two main areas: operations and support. You have those people who carry out the operations and those who support them. If you like: the spy in the house and the people in the van outside. As for support staff, they help the agents when they return. Medical trained operatives for facial augmentation and support, UID psychologists for debriefing, intelligence analysts, agent scientists and agents specialised in security for protection staff.
Ultraviolet personnel do not wear a uniform- Agents have modified civilian attire with equipment pockets. UID uses the newly developed 'prototype' equipment and technology more advanced than normal Intelligence departments' use, but only slightly more advanced then the norm.
Agents of the UID strictly speaking fall into a metaphorical personnel file black hole; like in Slone and his mental recollections of Section 31; no physical records, since physical records could condemn an agent and even the Federation.
Ultraviolet Intelligence operatives have voice access of mid-high level intelligence officers, high enough for requisition and organization of fake IDs and equipment.
Thomas Latrem is the head of Ultraviolet Intelligence, as there is not really a ‘chain’ of command but as much as a set of operatives judged by seniority by which how long they have been with the organization, operatives would know each other due to having met at UID HQ or do not know since they’d never met; 'the less they know the better' is the saying, since what they don’t know cannot be revealed under duress. UID is exclusively under Thomas Latrem’s mandate. He’d be the one doing all the recruiting and all the 'black hole' creation. He would review a personnel file or watch someone for a period, pick a person and order their transfer, either as himself or perhaps as someone else, the person would simply vanish or their personnel file would contain death or another source of permanent incapacity.
All of the UID is part of plausible deniability, so if its personnel don’t exist they can't work for the Federation and therefore can perform acts of war. They are ‘solo agents’ working for no government and so if they’re caught, any action to help them is done by UID alone, not the federation since it could not afford to have any involvement with UID activities.
UID headquarters is mainly used as support for agents, debriefing facilities and equipment storage, possibly a Research and Development department and a series of specialized agents for security staff.
