United Temporal Federation of Planets Constitution |
These Rules and Regulations are established to give all the division a secure base to operate from and to ensure that a high standard is maintained throughout the organization. The Senate is the governing board who reserves the right to modify the rules as necessary in order to assure a smooth operation of the Role-play/SIMM and to ensure that everyone has an enjoyable simming experience. This set of rules is by no means perfect, and must be adapted, from time to time, to suit the needs of situations as they arise. The governing body of the HQ on Gibraltar and the CO's and XO's of the Time Fleet and Columbia Fleet will do their best to stay within these boundaries.

Section 1 - General Rules |
I) The United Temporal Federation of Planets is a Social and role-play /Simming organization. There are 2 levels of membership in the United Temporal Federation of Planets:
Those who take an active part in the Role-play/SIMM and those who simply wish to socialize with the group.
Everyone who joins the United Temporal federation of Planets is considered a citizen and has the right to vote on issues that effect the organization as a whole. However, only those who take an active role in the Simm will be eligible for positions of authority and command and can get promotions.
Your Character must be original, and not an established Star Trek, Stargate or Starwars Character, which is protected under copyright laws; For example: James T. Kirk, Crewman Daniel's, Captain Archer, Daniel Jackson, Luke Skywalker, etc.
II) Do NOT give yourself a rank or position. Your Rank or position will be determined based on your application and whatever skill and knowledge you gain by attending the Education Division. All members can obtain a higher level position or rank based on their contributions to UTFP, the story and their level and quality of posting.
III) In order to be considered an active player you must post at least once every week, or you risk losing your position, unless you make other arrangements or it is a serious emergency. Make sure to tell your SIMM leader or Commanding Officer if you are going on vacation! However, the more you post, the more
likely you are to be recognized and be promoted!
1) The combined leadership understands that in a given mission, not all of the citizens will have an
assignment that allows them to directly participate in the mission. There are some steps to take to ensure that you receive orders and have your place.
2) Contact your Department Head or Chief and ask them what you can be doing to help in the story. Your Department head or Chief should be able to find you a suitable place and help you fit into the story. If they cannot, they will report to their CO or Governor and ask for instruction. If the next in line cannot solve the issue, it will go up to the next higher up. At no time should a junior officer/member go directly to the CO / Governor for orders unless your job or assignment directly requires it.
3) Dept. Heads who are not sure what to do should go to the First Officer or Lieutenant Governor first and the Commanding Officer or Colonial Governor second to receive orders. (Same as Sec. 1.III.2)
4) Failure to observe the chain of command in this will result in corrective action.
IV) Make sure you fill out your application completely! Remember, the better the Application,
the better the Rank or position.
V) All new members of the United Temporal Federation of Planets who wish to participate in an active ROLE-PLAY or SIMM and do not have any role playing experience will be required to go through
our Education Division and complete all the required courses. There are no exceptions to this rule. Please do not come into the UTFP demanding a command as you will be turned down.
Studying the Education
Division courses will help you learn all about the United Temporal Federation of Planets and how to take part in the stories and how to post our way. All new trainees are encouraged to post and participate as much as possible as that is the best way to learn. Remember that this training is to help you be a better player, it's not an initiation ritual.
Base, Ship Commanders and Governors will be required to make a website for their ship or base. This is extremely important as that helps in recruiting for the organization!
VI) No cursing (beyond damn or hell, etc.). Some people will get offended.
VII) Posts that are obscene or that contain overly inappropriate sexual situations (rape, incest) are discouraged. Posts will be judged accordingly for content and removed if deemed inappropriate and the author will be warned. Further offenses will result in more harsh action.
VIII) Do not start a mission for a ship or through the time portal. The CO of each vessel or Governor of each planet is responsible for that. Doing so will inevitably cause a story split and confusion. If you have a mission idea, send it to your CO or Governor. We cannot emphasize this enough.
1) The player that does this will be immediately reprimanded.
IX) This is in a STAR TREK (copyright of paramount) inspired universe of the 31st century where we use time travel as a means to keep the peace. Bending the laws of relativity and posting ridiculous time travel experiments will not be allowed. If you are unsure of something, ask first before making a post.
X) Keep in line with the current plot, and try to keep up with where the other characters on the base or ship are.
XI) One Player can only Command ONE ship at a time in a division or govern one planet. This doesn't mean
go out and make a second Email address and Character just to get another
position of authority. There are more players then just you wanting a command. Besides, you'll find you'll have too little time to do anything before long.
XII) One player can only have 1 character on any given ship, base or planet, and a total of 5 in the UNITED TEMPORAL FEDERATION OF PLANETS.
This isn't to limit your creativity, it's so you won't get over loaded and new players have a chance at the 'good' positions. However, if you feel you can handle more than 5 you may do so with permission of your commanding officer. Players on a ship or planet are allowed to have a primary and secondary character.
The secondary character is one that is considered to be an NPC that primarily interacts with the main character, or is needed to fill a specific function within the duty station or civilian job. It is at the CO's / Governor's discretion to allow more then one
character, but no more then 2 active PCs. There is no limit on recurring NPC's. However, like a Primary character any long-term recurring NPC must also have a character profile.
XIII) Because this is a Star Trek SIMM, it is a standard practice to use only existing Star Trek technology and races. Mixtures of Buffy, Andromeda, and other sci-fi shows are not encouraged. The only exceptions to this are the SGC, which is under the command of the Time Fleet / Columbia Fleet Marines and approved Star Wars characters. This ruling is based on the need to reduce confusion on what is in the Star Trek universe. However, we do invite players to come up with new technology and new races to help build the United Temporal Federation of Planets.
IXV)
1) All members and guests of the UNITED TEMPORAL FEDERATION OF PLANETS must agree to follow General Law. Laws are applicable from which the Poster Originates, State Laws at which our server is situated (United States of America) and International Law;
i) If a Law from one of the above conflicts with another, the Law from which our server is located will dominate, even if it does not conflict;
2) The use of Copyrighted material is not permitted without the express written permission of the owner. The stealing of text from others posts, being a member of UTFP or not, is also not permitted.
3) Failure of a Department Chief to turn in a report for three months in a row will result in forfiture of promotion. If a First Officer, Lieutenant Governor or higher fails to turn in a required report for three months in a row they will be demoted and loose their position.
4) Members or guests that fail to follow these rules will be warned as stated in Section 4 of the UTFP Constitution.

Section 2 - New Players / Characters. |
I) Rules
1) New players to UNITED TEMPORAL FEDERATION OF PLANETS will follow these guidelines when being incorporated into the game.
2) Players applying directly to the Time Fleet or Columbia Fleet will be allowed to join the game as an enlisted crewmember.
3) To become an officer, the crewmember will need to attend the Education Division.
4) After a period of service the character can be commissioned as an Officer by the starship CO.
II) Players applying directly to Time Fleet / Columbia Fleet will attend the Education Division and will become a commissioned officer upon graduation.
III) Players applying directly to HQ at Gibraltar will attend the Education Division and will be allowed to assume a civilian leadership position upon graduation.
IV) Players MAY NOT assume titles or ranks on their own. The duty station CO
or Governor bestows titles and ranks only. Players found in violation of this can be suspended or removed from the SIMM.
I) All role-plays are to be posted on the appropriate forum.
A] Role-play posts that are not posted on the appropriate forum (i.e. posted to TIME FLEET Core of Engineers
Department., Medical Department.) will not be considered.
B] As a suggestion, write your posts on a word processor and spell check it prior to posting. Our forums allow for VBulliten posting, links, and pictures.
1) All role-plays must be posted in a chapter format with no chapter being longer than 15 posts long. The appropriate SIMM leader will close the thread when there are 15 posts. The next player should then start a new chapter..
2) Discussing role-plays is welcomed in area of the forum designated as 'general discussion' with the exception of the Staff/Senate Communiqué forum.
II) Post with your character and your character name only! Posting as someone else without permission is grounds for immediate dismissal. The exceptions are joint posts and posts where you include someone's
character.
IV) Be sure to read the Senate Communiqué and Time Fleet Staff Communiqué or Columbia Fleet Staff Communiqué on a regular basis to keep up with information from the Senate, CO, XO, and Dept. Heads. Announcements will affect all citizens, and may have a direct bearing on your own position.
1) If instructions are given in an Announcement, please be sure to follow the instructions. Failure to do so will result in corrective actions.
V) There are several purposes for posting (Duty Posts / Daily Shifts)
1. To move the storyline along and show action on a mission or assignments given by Dept. Chiefs or other officers and leaders.
2. To develop your character or show aspects of its personality through personal posts.
3. Posting is not to be used to air disagreements, criticize other players or departments such things should be settle privately between the parties involved.
| Section 4 - INDIVIDUAL CONDUCT |
I) Members must use common courtesy and respect with all other members.
II) Individuals must represent the organization in a positive and constructive manner
III) Spying in any shape or form will not be tolerated. The United Temporal Federation of Planets does not make its business to involve itself in the business of other fleets or ships unless requested by
the fleet, or if the UNITED TEMPORAL FEDERATION OF PLANETS is somehow directly
involved. The United Temporal Federation of Planets will take measures to defend itself when a threat to the status of the organisation is presented. Spies discovered within the UNITED TEMPORAL FEDERATION OF PLANETS sent from other organizations will be dealt with according to UNITED TEMPORAL FEDERATION OF PLANETS regulations. Additionally, organizational business should remain at the
organizational level and should not be disclosed to other organizations.
IV) Individuals must comply with these guidelines. Failure to comply will result in disciplinary action. (See III)
V) No player shall malign, insult, threaten or in any other way misuse or abuse the character of another player. Any abuse of other players and PCs is forbidden, unless it is agreed to prior to a post and the CO/Governor is made aware of the pending incident. This is only allowed to further a storyline. Unwarranted abuse will result in legal action to be taken by the JAG.
VI) Department Chiefs/Chiefs when creating departments reports for their own department shall not include anything that refers to a department other than their own. If they need assistance or wish to report a problem such a message shall be sent to the Department Chief of that department or
to the XO/Lieutenant Governor.
VII) No player may post anything derogatory about another department, its Chief or its members unless it has been OK'd by the department Chief/Chief whose dept is to be criticized (and is part of the storyline), nor is any player allowed to post dissatisfaction with the performance of another dept or its Chief/Chief or members such dissatisfaction should be brought to the attention of the department chief/Chief privately or to the XO/Lieutenant Governor.
| Section 5 - FAILURE TO COMPLY WITH PROTOCOL |
I) In the unlikely event that one member severely disrespects, even threatens, another member, or otherwise disregards these regulations, disciplinary action is such:
1) First offence - Verbal warning and documentation of events.
2) Second offence - Written warning and documentation of events.
3) Third offence - Documentation of events and demotion.
4) Final offence - Documentation of events and expulsion from the organization
The United Temporal Federation of Planets governing body, the Senate, reserve the right to discharge members from the organization without detailed reason if necessary to preserve the structure
and the well-being of the organization and its members.
| Section 6 - Hierarchy of the UNITED TEMPORAL FEDERATION OF PLANETS |
I) The Governing structure of the UNITED TEMPORAL FEDERATION OF PLANETS is as
follows:
- The Senate
- The Supreme Commander Time Fleet / Columbia Fleet / Executive Governor HQ Gibraltar
- The Deputy Commander of Time Fleet / Columbia Fleet / Executive Lieutenant Governor HQ Gibraltar
- The Dean of the Education Division.
- Task Force Commanders of Time Fleet / Columbia Fleet or District Representatives
- Time Fleet / Columbia Fleet Commanding Officers / Colonial Governors.
- Time Fleet / Columbia Fleet X.O.'s / Colonial Lieutenant Governors
- Time Fleet / Columbia Fleet Department Chiefs / Planetary Department Chiefs.
- Time Fleet / Columbia Fleet Officers / Civilian officers.
- Time Fleet / Columbia Fleet Enlisted / Employees.
- Average Citizen of the United Temporal Federation of Planets.
II) Failure to Observe the Chain of Command will result in corrective action according to Section 5.
I) The Senate is the governing body of the United Temporal Federation of Planets and as such will see to the smooth running of the organisation by debating and voting on important issues and disputes.
II) The composition of the Senate will represent each division equally in number.
III) All Senators have an equal vote, and voice in the decision making process.
IV) Senators may assume temporary leadership roles within the Senate itself to speed up certain tasks.
V) In the event of a tied vote, the President of the United Temporal Federation of Planets may at their discretion decide the vote.
VI) All Senators will sit on the Senate Executive Committee.
VII) The Senate Executive Committee will consist of the following positions:
- President of the United Temporal Federation of Planets
- Vice President of the United Temporal Federation of Planets
- Secretary and Treasurer of the Senate of the United Temporal Federation of Planets
- Public Relations Secretary of the United Temporal Federation of Planets
- Operations Secretary of the United Temporal Federation of Planets
VIII) The Senate Executive Committee will meet once every three months.
IX) The President will both prepare the agenda for and chair the Senate Executive Committee meetings.
X) The transcript of each meeting shall be placed first before the Senate, and then adjusted as appropriate before being placed before the members.
XI) Any Senator may be removed from office, by a majority vote of the other Senators, for misconduct.
| Section 8 - New Starships / Colonies |
I) The Activation of a new timeship or colony in the Time Fleet / Colombia Fleet or Headquarters and the assignment of the commanding officer / governor.
A new starship being activated in the Time Fleet / Columbia Fleet must be done so with the approval of the Supreme Commander, the Deputy Commander of Time Fleet / Columbia Fleet and the Task Force Commander of the Division that the ship will be assigned to.
A new colony can only be activated under the direct authority of the UNITED TEMPORAL FEDERATION OF PLANETS Executive Governor on Gibraltar. Once the ship's commanding officer or new colonial governor is assigned, the Commanding Officer's / Governor's task will be to ensure that the ship's website is created to the set standards of The Time Fleet / Columbia Fleet and the UNITED TEMPORAL FEDERATION OF PLANETS and that a minimum of 6 new players are recruited either from the Academy / Education Division or from outside the scope of the ROLE-PLAY to be considered for active duty.
New COs will carry a rank of Lieutenant Colonel / Commander while their ship's website is being constructed and new players are being recruited. A new Governor will have the position of (acting) Colonial Governor. Once the ship or colony becomes active, the CO can be promoted to Colonel / Captain and the (acting) Governor can be promoted to full Governor on the discretion of the Division Commander or UNITED TEMPORAL FEDERATION OF PLANETS HQ on Gibraltar.
II) Introducing existing starship SIMMs into the United Temporal Federation of Planets.
An existing (starship) SIMM that wishes to join The United Temporal
Federation of Planets must meet the following requirements:
1) Not be attached to any other ROLE-PLAY Fleet.
2
) The crew of the ship must support the idea of joining the United Temporal Federation of Planets and its mission.
3
) The ship will take up residence and post with the rest of the Time Fleet on its forum.
4
) All materials, websites, ship (s), etc would then become the property of the United Temporal Federation of Planets.
5
) The website of the merged group them MUST conform to UTFP standards. A link to the newly merged group will then be added to the UTFP main site.
6
) And finally, the ship must be willing to conform to the rules and regulations of the United Temporal Federation of Planets without question. Failure to do so will result in the new ship being removed from the UNITED TEMPORAL FEDERATION OF PLANETS. A merged group would be under a 90 day probationary period.
| Section 9 - Standards for Posting on all UNITED TEMPORAL FEDERATION OF PLANETS SIMMs |
I) Posts must be as realistic as possible. The starting year is 3075 (HQ & TF), we are a peacekeeping force combing time and space to protect the timeline and ourselves. Write all posts from that viewpoint. No impossible action.
II) Characters must be as realistic as possible. Don't create characters with unrealistic superpowers. Check with your SIMM leader first.
III) Posts must follow the mission or storyline. Or have something to do with it, except for personal posts which may be flashbacks or dreams etc. Duty posts must be made from the standpoint of your rank and position in your department.
IV) Posts must be spell checked and checked for words used out of context before they are posted.
V) Posts must be no shorter than one full paragraph.
VI) Posts must be readable. They must be interesting and hold the readers' attention. Remember people not only judge you by your post but also your ship / position and ultimately the entire organization.
VII) In a post if you are tagged by another writer be sure you answer the question or respond to the situation described before you add to it.
VIII) Posts should deal with one incident or a series of inter-related incidents, not a great many incidents which are not inter-related
IX) If you find your post wandering into different incidents or unrelated locations turn the post OFF and write another post covering the unrelated incidents
X) These rules are not meant to interfere with your creative privilege simply to ensure that the United Temporal Federation of Planets posts are of the highest quality.
| Section 10 - Temporal Federation Code Of Conduct |
ARTICLE I
I am a member of United Temporal Federation of Planets, fighting in the forces, which guard the Temporal Federation and our way of life. I am prepared to give my life in their defense.
ARTICLE II
I will never surrender of my own free will. If in command, I will never surrender the members of my command while they still have the means to resist.
ARTICLE III
If I am captured I will continue to resist by all means available. I will make every effort to escape and to aid others to escape. I will accept neither parole nor special favors from the enemy.
ARTICLE IV If I become a prisoner of war, I will keep faith with my fellow prisoners. I will give no information nor take part in any action, which might be harmful to my comrades. If I am senior, I will take command. If not, I will obey lawful orders of those appointed over me and will back them in every way.
ARTICLE V
When questioned, should I become a prisoner of war, I am required to give name, rank, service number, and date of birth. I will evade answering further questions to the utmost of my ability.
I will make no oral or written statements disloyal to the Temporal Federation or its allies or harmful to their cause.
ARTICLE VI
I will never forget that I am a member of the Temporal Federation, working to preserve the time-line and for freedom. I am responsible for my actions, and dedicated to the principles which made the Temporal Federation free.
| Section 11 – Role and Responsibility of the Task Force Commander or District Representative |
Requirements
- At least 18 months'
service in UNITED TEMPORAL FEDERATION OF PLANETS (unless waived by the Supreme Commander), with at least 12 months in a Command role, or 6 months in a Commanding Officer position.
- Must not hold more than 2 flag ranks or flag positions in other simms or organizations.
Appointment
- Selected by the Time
Fleet / Columbia Fleet Staff or the Executive Governor and Executive Lieutenant Governor.
Responsibilities
- Monitor the posting and out-of-game messages for each ship in his/her Fleet, to ensure that no problems occur.
- Provide advice on any appropriate issue to the Commanding Officers of each ship in his/her Fleet when necessary. The Task Force Commander/ District Representative should also request a report from each CO once per month, to be forwarded to the Supreme Commander and or the Executive Governor.
Provide advice to the FCO and FXO and make decisions when necessary on Fleet personnel issues, such as crew discipline and promotion of a Commanding Officer.
| Section 12 – Role and Responsibility of a Commanding Officer / Colonial Governor |
Requirements
- Must hold the rank of Captain or higher, or be authorized to start a new colony by the HQ on Gibraltar.
- Must have been a member of the United Temporal Federation of Planets for at least 12 months. Experienced players and former Starship Captains from other SIMMs may ask for a waiver. A waiver can be granted by means of an interview with the Fleet Executive Officer or the HQ Executive Lieutenant Governor and a subsequent recommendation to the Fleet Supreme Commander / HQ Executive Governor. The Fleet Supreme Commander / HQ Executive Governor may then either choose to accept the FXO's / Lieutenant Governor's recommendation automatically, or interview the command candidate a second time before granting a waiver. A waiver will allow a command candidate to bypass the waiting period completely.
Appointment
- Appointed by agreement of the FLEET Supreme Commander and Task Force Commander for the ship. Preference should go to the ship's current XO or another candidate on the waiting list. In the case of a colony authorization to begin a new colony must have been granted by the HQ Executive Governor on
Gibraltar.
Responsibilities
- Develops the storyline for the duty station / colony with input from the
XO / Lieutenant Governor and the crew / citizens.
- Provide leadership for the crew and or colony, both in word and in action. The CO / Governor is expected to contribute heavily to the mission development and posting.
- Complete the following administrative tasks:
- Maintain a web page for the ship / colony.
- Notify Time Fleet / Columbia Fleet Command or HQ of any changes to the Command structure of the ship/colony.
- Maintain a complete manifest of the ship's crew / citizens, including name, rank, position and email address (es).
- Ensure that all positions on his/her ship use the appropriate name as directed by the UNITED TEMPORAL FEDERATION OF PLANETS.
- Ensure that each month, an award is given for the crewman / citizen of the Month.
- Send a brief report to the Division Commander or HQ each month, outlining successes and/or problems encountered in the previous month. This may be discussed with other COs / Governor's in the Division to allow COs / Governors to receive advice and feedback from peers.
- Participate actively in the decision-making and administrative processes of United Temporal Federation of Planets where possible and where necessary.
- Be responsible for the commencement and termination of each mission.
He/she does not have to propose the idea for the mission, but should participate in their development and ensure that it proceeds acceptably.
- Participate in the following crew management tasks:
- Appoint an XO / Lieutenant Governor when the position is vacant, and ensure that they complete their tasks appropriately.
- Ensure that all officers on the ship conduct themselves in an appropriate manner, and take action to correct the behavior of an officer if necessary, according to Fleet guidelines. The CO / Governor should also make the responsibilities of each officer quite clear to him or her.
Advice
should be sought from the XO / Lieutenant Governor and either the
Second Officer or relevant Department Head on serious matters.
- Award a promotion or commendation to any crewmember that he/she feels is deserving of one, according to Fleet guidelines. Advice should be sought from the XO on these matters. Notification of commendations should be sent to the Fleet Director of Commendations.
- Appoint new crew members to the ship when required. The CO should consult the XO before allowing new crewmembers on board. When new crewmembers join, the CO should ensure that they are introduced to the crew and given all appropriate information for role-playing on the ship.
- Consult with the Division Advisor where necessary and ensure that they
have been added to the ship's mailing list.
- Accept a Command Intern on board when required, and
take steps to ensure that they gain appropriate experience and feedback while on board.
Provide and accept crew feedback constantly. This is to be
done in the form of personal notes and surveys, to be coordinated with the XO
and Second Officer.
| Section 13 – Role and Responsibility of the Executive Officer / Lieutenant Governor |
Requirements
- Hold the rank of Major / Lieutenant Commander / Chief or above.
- Must have taken The First Officer's or Colonial Lieutenant Governor's exam.
- Served in the United Temporal Federation of Planets for at least 9 months (unless granted a waiver, see Section 11).
- Have experience as a Department Head / Chief.
Appointment
- Appointed by agreement of the ship's Commanding Officer / Governor and Task Force Advisor. The decision is ultimately that of the CO / Governor, however the DA should be consulted for advice.
Responsibilities
- To act as a link between the ship's crew and the Commanding Officer / Governor, or to act as a link between the citizens and the Governor.
- To check that the Commanding Officer / Governor is performing his/her duties correctly and complying with the rules of the organization. The XO / Lieutenant Governor must report any problems to the Task Force Commander or HQ as and if they occur.
- Assists the CO / Governor where needed and fixes any story splits that may come up.
- Welcomes new players to the ship or planet and makes sure that all department heads / Chiefs are doing their jobs and submitting their monthly reports in a timely manner.
- To complete any tasks requested from him/her by the Commanding Officer /
Governor.
The current list of these tasks is listed below.
- Assist the CO / Governor in the maintenance of the ship's / colonies website.
- Send a monthly report to the Academy Commandant or Dean of positions available on a ship / planet.
- Work with relevant department heads and/or assist the CO / Governor in maintaining crew discipline, according to Fleet guidelines.
- Provide advice to the CO / Governor regarding the promotion of officers or staff on the ship / planet.
- Assist the CO / Governor in the awarding of commendations to officers or citizens on the ship / planet.
- Assist the CO / Governor in the appointment of new officers or Team
Leaders to the Ship or planet and ensure they receive a sound introduction
to the ship / planet.
- Assist the CO / Governor in the selection of the Citizen of the
Month.
- Assist the CO / Governor in the administrative work required in having a
Command Intern aboard the ship or on the planet should this situation
arise.
- Along with the CO / Governor, the XO / Lieutenant Governor will attend
Senate or Command meetings if required and will participate in the UNITED TEMPORAL FEDERATION OF PLANETS decision making process.
- Work with the CO / Governor, relevant Department Heads / Chiefs, and the Second Officer or other Civil Administrators to strive toward constant crew feedback and contact. Feedback may include such forms as e-mails, and surveys done via e-mail and/or the forums. All relevant information must be passed to the CO / Governor.
- Strive to set an example in posting and story-development.
| Section 14 – Role and Responsibility of the Department Heads, Officers, Non-Commissioned Officers, Chiefs, and other authorities. |
A Department Head / Chief can be considered to be any one of the following examples: Chief of Planetary Security, Chief Engineer, Chief Science Officer, Chief Medical Officer, Lounge Manager, Platoon Officer and any other senior officer or official as designated by the CO or Governor. A Department Head's / Chief's authority exists only within the department. The immediate superior officer to the Department Head / Chief is the First Officer / Lieutenant Governor. Department Heads /Chiefs can make requests of other departments, but cannot issue direct orders unless it is so warranted by circumstance.
- Department Heads / Chiefs are responsible for building and maintaining their department, assisting players and NPCs.
- A
Department Head / Chief should post at least twice a week and is in charge of monitoring the Department's forum.
- Once per month the Department Head / Chief must make a verbal report to the
First Officer / Lieutenant Governor as to whether or not the minimum number of posts in his department.
Requirements - Officers
- Hold the rank of
Marine Captain / Lieutenant and must have graduated from the Education Division. 1st
Lieutenant or Lieutenant Junior Grade may take on this role in an "acting" capacity.
- Have at least 2 months worth of experience before taking on this role, or may be appointed by the Commanding Officer if the position is open and needs filling.
- Must have taken the Department Chief's exam.
Requirements - Non Commissioned Officers
- Hold the minimum rate of Master
Sergeant, and must have graduated from the Education Division.
- Have at least 2 months worth of experience before taking on this role, or may be appointed by the CO if the position is open and needs filling.
Marine
- Hold the minimum rate Gunnery
Sergeant for Marine positions, and must have graduated from the Education Division.
- Have at
least 2 months worth of experience before taking on this role, or may be
appointed by the CO if the position is open and needs filling.
- Must have taken the Department Chief's exam.
Company: A NCO rates
Master Sergeant or above may hold any Officer position, up to and including Company Commander if that position needs to be filled.
Platoon: A NCO rated Gunnery Sergeant or above
may hold any Officer position, up to and including Platoon Officer.
Team
Leaders
- Appointed by the Governor or
Lieutenant Governor.
- Must have graduated from the Education Division.
- Must have taken the Department Chief's exam.
Responsibilities
They are to monitor the activity in their department, and to keep a watchful eye on their subordinates /employees. If needed, they may render assistance toward their subordinates. Their jurisdiction only goes as far as the door to the department. They can handle matters that only deal with Interior Conflicts, such as: Duty roster, work schedule problems, co-worker conflicts, etc.
Contribute significantly to posting and story development for their department.

A junior position can be considered to be any position not already listed as a Department Head / Chief or Commanding Officer / Governor and Executive Officer / Lieutenant Governor.
Requirements - Other Managers
- Must have graduated from the
Education Division on UNITED TEMPORAL FEDERATION OF PLANETS HQ
Gibraltar.
Requirements - Non Commissioned Officers
At the discretion of the Commanding Officer, a Gunnery Sergeant may hold a junior officer position. Must have graduated from the Education Division.
| Section 16 - Role and Rights of the average citizens
of the United Temporal Federation of
Planets |
- Anyone who joins the United Temporal Federation of Planets is considered a citizen of the UNITED TEMPORAL FEDERATION OF PLANETS, whether they serve at the HQ base on Gibraltar, serve in the Time Fleet / Columbia Fleet or are a social member.
- All citizens have the right to be heard and voice their opinions.
- Only citizens who take an active part in the SIMM/role-play can assume positions of responsibility and get promotions.
- Since the United Temporal Federation of Planets is a democratic group, all citizens have the right and responsibility to vote on issues that effect the entire organization.
- Any citizen at any time has the right to challenge a decision made by the Senate.
- A social member may, at any time chose to become a more active member by simply contacting the Dean of the Education Division. Likewise, any active simming member may choose to change his/her status to a social member by simply informing the XO or Executive Lieutenant Governor.

Amendment I ( 07/17/2003 ): Any member who produces any form of material which they willingly know will become vital to the running and maintaining of the UNITED TEMPORAL FEDERATION OF PLANETS. Agrees to give the UNITED TEMPORAL FEDERATION OF PLANETS a legal statement, which entitles the UNITED TEMPORAL FEDERATION OF PLANETS to unconditional use of the material. The UNITED TEMPORAL FEDERATION OF PLANETS reserves the right to not use any material that may become crucial in its running, if the creator is not willing to give a
legal statement of unconditional use. Also, if this is approve it needs to be made clear even if a written statement given to UNITED TEMPORAL FEDERATION OF PLANETS of unconditional use. We make it clear that the original author still owns the copyright and anyone outside the UNITED TEMPORAL FEDERATION OF PLANETS must gain permission from the author not UNITED TEMPORAL FEDERATION OF PLANETS and that UNITED TEMPORAL FEDERATION OF PLANETS understands even though they have unconditional use the author can use his/ her work elsewhere if he/ she so sees fit since they own the copyright (unless they've actually given it up).
IN the final written copy it also need to be made clear 'exactly' what things would be classified as required as unconditional use since not everything will be including most pictures.
At no time does the UNITED TEMPORAL FEDERATION OF PLANETS take the copyrights of the creator's work unless the creator voluntarily gives the rights to the UNITED TEMPORAL FEDERATION OF PLANETS. Voluntarily giving up the copyright ownership means: A written statement in the form of an e-mail clearly indicating what that person is giving to UNITED TEMPORAL FEDERATION OF PLANETS (or list of if more then one thing) from when it is effective from. This letter requires a manually written date and day in addition to the e-mail time stamp and that person is to write their full name and some form of signature (which can be done using a font with MS Word). This in turn must be sent to every Senate member in turn (always CCing it to the other parties and Senate for verification that it is being signed and things are above board), and each also writing their name and signing it, the last person receiving the completed signed e-mail is to then send a copy of it back to everyone including the person who originally sent it and a copy kept on record as indicated by the Senate.
