  U.S.S. Victory Mission Twenty-Three: "Risa"   
Even though a temporal situation is brewing the crew of the Victory returns to Risa for a much needed break. The last time they were here, they encountered the two Ferengi Glint and Rel. What awaits the crew this time? Meanwhile, its courts Martial time for the crew of the observation shuttle.
